Dear Fellow Council Members,
I have received the letters about this individual. Although I cannot make it to the watch easily tonight due to prior commitments within Templars I will be heading there first thing tomorrow to be there should he return and try to raise more issues. I believe we should try and apprehend this man with non-lethal force should he return to the Watch as best we can. I would recommend that people stay on guard though. This man having attacked three people escaped again disturbs me a bit, it shows that he is strong enough to fend off multiple people at least when they are reacting to an unexpected attack.
I believe that we should try and meet as soon as possible as a council to determine how best to handle situations like this in the future. While these incidents may not occur often they still can and it is best we have a plan on how to deal with them in the future.
