The truth is, we know we make a hash on procedural areas for the sake of drama IC and living with each other OOC. The short and long of what's not been said is that the combination of inquisitorial format with some pretense at a common law system of precedent is that most of us only sometimes are even aware of plots going on and I'm glad when the seasoning mix comes out well.
It also can come out horribly wrong, and I strongly emphasize not using the main character due to the OOC responsibilities as coordinator and arbitrator.

As Arialynn points out, most of the magistraes stuck to the City of Stormwind for their jurisdictional boundaries as a matter of convenience and not trying to overreach the mark. My own character's post of Crowner (an administrative catch-all support official with limited judicial powers that does not hear cases for guilt or innocence but has dominion over felons) is one that was originally a county-level position that was scarcely filled due to the lack of people to fill it and lack of demand from the 'provinces' based on the lack of plots centered there. (I look forward to keeping the pleas of Westfall in the week after next.) We'll see what comes up down the road, since this place goes through waves of activity like most others.
